-Ok I'm going to be very careful how I word this so there are NO SPOILERS, and for ease
I will be referring to ALL the enemies in RE9 as ZOMBIES.

I was playing RE9 last night and I hit a certain point and thought...
How is It possible that zombies can track and attack a moving target at range from a fixed point?
I can understand some of the minor zombie "gunplay", but to have that much cognition?
I realize this is a video game and you must "suspend disbelief" somewhat, and this
is an issue that Capcom has long struggled to explain. What are your thoughts?

You're referring to the BSAA zombies, right? Not the first time resident evil had a zombie that could use guns. Once you know how their strategy works, they're mostly easy to deal with. Though it's always best to find some type of cover or just to kill them before they get started. Especially in that abandoned glass building.

How to explain that level of cognition? I know I'm asking you to mix science
with fantasy, but Capcom has been doing that for years.

Perhaps Capcom did it that way intentionally or it's a mistake of those. I'm not really sure how to explain that either. I haven't played it yet. It's mysterious.
