Dont get me wrong I love emulating ps3 games but its very hit or miss :(

The more complex a computer is, the harder it is to make a good emulator for them, and I'd argue the PS3's Cell architecture is one of the most complex for a videogame console... ever!
 
As Kratzelf said the PS3 hardware is insanely complicated. ModernVintageGamer made a video that goes over the basics. Emulating it is a nightmare lol. Although it leads to legendary moments like these:

3d games look nice upscaled to 1440+ resolutions.
Currently waiting for next mgs collection to include mgs4 because on Rpcs3 it is unplayable as it takes hours to compile. Then if you update the emulator you have to repeat it.
 
For example PS2 require specific "care" for many games that uses how the hardware is for graphical stuff but PS3 require beyond care but "love" for many games using the way how PS3's CPU work. Naturally it's not how PCs work therefore adjusting it is too much work.

However emulators are not working magically, there is a limit of what you can do and that limit is hardware. That's why PS3 emulators would require specific PC hardware to work decently. There is no such thing as "writing a super emulator that would allow you to make PS3 games work on NES!!!" lol.

In detail due to way PS3's CPU works and how a PC has to process this via emulator you need a CPU that has very high single-core processing power and very high IPC. After that high core and thread amount is cherry on top on being helpful. PS3 using lots of threads and therefore there is more in need for cores and threads so I would rather consider some 8 cores 20 threads CPUs but naturally core and thread amount is not enough if the CPU is not fast enough. Also the CPU better support AVX-512. Why?: Simply put the way PS3's CPU work similarly works as what AVX (Advanced Vector Extensions) does that is closest you can get on a PC hardware. "512" means the CPU can process that "wider data" at once which benefits PS3 emulation for faster processing.

As for GPU of course speed is obvious need but it gotta have a decent vulkan support and high VRAM like around and above 8 GB.

As for RAM, besides speed better consider 16-32 GB RAM. And better make the both emulator and game present in a decent SSD.
 
No worries, slowdowns will be fixed the way modern PC games are doing: get a PC in 5-10 years much more powerful and games will work fine :)

Someday a low budget Celeron will be as powerful as a Ryzen 9700X, will include 64GB of RAM and iGPU capable of a few Tflops. Then it will be the time we have been waiting, emulating PS3 will be low cost :)
 
The sole reason I kept my ps3 is that there's some great games on there but emulation is likely never going to be great when it comes to ps3 games.

There's even games that won't run correctly without a disc, one specifically that I am aware of, macross 30, it emulates like garbage but, even worse, it runs at 10-15 fps when played as a disc image on the ps3. It plays flawlessly on disc and is one of the few ps3 games that can keep the framerate up despite very heavy visual traffic on screen. It's actually very impressive given that a ps3 game with that much going on on screen can keep the framerate high at all as ps3 games are known for screen tearing and frame drops. The frame rate does drop in macross 30, but very rarely. Whenever I go back to my ps3, I am always taken aback by the screen tearing.

Macross 30 actually has a mixed reception due to this on forums and on the net in general, as many players would've emulated or played the ISO on their ps3, and assumed it's poorly optimised thrash. They're half right, given that unless it's on the disc it runs like crap, meaning that the disc is used for specific loading parameters that can't be emulated, either on pc or loaded from the ps3 HDD. It also explains why there's no digital version of the game on psn but there is for the sequel on the Vita. That also emulates like crap apparently, but its fine on a vita, either physical or digital. Both games use the same engine.

I am one of the many that kept his ps3 because macross 30 is amazing.

Hmm then the game is especially designed for how bluray works and how the system uses bluray so an emulator and homebrew app that supposed to read the ISO would need to run the game via bluray emulator, but then the game run by ISO itself may ruin how the game is designed to work so the ISO of the game may have to be specifically prepared for the bluray emulator and then however way PS3 uses bluray.
