Movies Question regarding Dr.Zaius

Is Dr. Zaius right? Should events from the past be hidden from the masses? Should it only be hidden from the public and a select few should know about it, so that they can spearhead the species into a correct future without war and challenge?
Is he really a bad guy? I feel like he was preventing damnation if someone would leak out the truth.

He's lying to maintain the dogmas of a race-based caste society that also puts people in cages. However he did put Charlton Heston in some pretty crazy bondage scenarios so it's impossible to say if he's good or bad.
