"The game is comprised by many different game types, like shooters, side scrollers, overhead view, etc., and parodies some popular Konami franchises such as Gradius, Yie Ar Kung-Fu and Castlevania. One of the stages is Dracula's Castle and it plays in the style of a classic Castlevania game, features some of its classic enemies, and the music contains arranged sections of "Beginning" and "Vampire Killer"." via Castlevania Wiki.

I say this in all seriousness, Pyuu to Fuku Jaguar is one of the funniest things I've ever read. Also this game is really really hard.

So this was a weird translation rabbit hole to jump down, at least for myself. This is related to a long (300+ chapters) gag manga called ピューと吹く! ジャガー (Flute Blower/Player Jaguar) but apparently the official english title is Phwoo! Blows the Jaguar. I also recognize the guy from the Jump Ultimate DS game that was released a while back but had no idea where he was from. This GBA game seems to be a minigame collection of Wario Ware style games? I think?? There does seem to be Castlevania parodies/characters in it which is why its in the Castlevania wiki. Interesting choice but okay.

This is also the second game of this franchise but that was for ps2.

Anyway, on with the title translation. ピューと吹く!ジャガー ビョ~と出る!メガネくん can be translated literally as Flute Blower Jaguar-kun: Megane-kun. This title uses a lot of katakana (words of non-Japanese origin) so there is no additional meaning for things like "Jaguar". If anything it may refer to the animal. "Megane" is another issue because (as those who tag things might know) "megane" can refer to eyeglasses. However that's usually 眼鏡 not メガネくん. I couldn't find anyone in the manga who goes by Megane-kun so it could be a game only character. It could also be both, with "megane" as a nickname referring to someone specific like "Specs" or "Four Eyes"

(But then again, I'm using elementary student Japanese and I could be 105% wrong about all of this)

Blah blah translation is hard, etc the point is that this would be tricky for localization. I think a translator would have to get creative to have this make sense in English. Since its a partial Castlevania clone, I'd go with that. "Flute Blower Jaguar: Symphony of Megane" or "Phwoo! Blows the Jaguar - Dawn of Specs". Something like that.

Always meant to get into this series, I first found out about it when I played Jump Ultimate Stars back in the day.

How playable is this without knowing Japanese?

This, and the PS2 Pyuu to Fuku game are very interesting. The PS2 one has a full side RPG of a gag character from the manga stylized like an original Gameboy RPG. Wish the manga was more popular in the west so there would be translations of either by now.

I've been waiting for a full translation of this manga for more than a decade.
And they barely got to the middle of it.

Damn Konami! Damn them to hell for not releasing this in the US or EU!
I understand it in the context of it would be hard to even translate it because the game is for a sense of humor about Japanese culture and language. It would be like trying to comprehend South Park without having any idea how Canada and USA are, not knowing their culture and who is a celebrity and who these people are and all lol.

Is It gaijin friendly? I mean, does It have text?
The game is mostly about sense of humor you can experience and read, but you don't have to understand them to be able to play it. The game is rather an arcade game that has simple sense of purpose and obvious goals like reach from A to B and try not to die situations.
