Does anyone know if there is a PlayStation Vita emulator for Android ?

It is still an experimental emulator though, that's why it still has issuesI've not had much luck with Vita3K under Android. I think it's the only game in town. Of course, it's hard to compete with PPSSPP, which not only has high compatibility, but is loaded with features and looks nice to boot. Vita3K is just... weird... to use and not a lot of the games that I threw at it even started. It was a bit better on PC, but I don't (yet??) have a PC handheld.
