I'm realizing that I may have picked something a little too obscure, so I'll throw in a couple more hints.

It's a freeware game from 2002, think those old free game sites like Game Hippo or Acid Play.

This is the 1.0 version of the game, the 1.5 version was more well known and has more detailed graphics.

It's Seek and Dread Online, a 2d counterstrike style game. It was abandoned I think.

fun fact: the font is the default Multimedia Fusion font, the game engine it was made in. Lots of free games online were made using this tool during that period. If you've messed around with making games in either Multimedia Fusion, The Games Factory, Click & Play; You'd recognize the font instantly.
