Help Persona 3 FES Modded Iso Creating

I modded persona 3 fes with aemulus and i wanna create iso for this. Chatgpt says you cant add this mods into iso which i dont understand. Im using this mods, i tested around 1 hour and it works perfectly fine. Im Using HD Textures mod (WIP %82) from gamebanana btw.

Edit: I extracted data and btl cvms as folder with using cvmtool and put mods into these extracted folders now i have this

but if im not mistaken data and btl should be cvm and i couldnt convert them since cvm tool doesnt work for me when i trying to create cvm.

I created iso but i got black screen when i tried? Anyhelp about this?

Have you tried UltraISO?

ultra iso power iso etc i tried many of them. Here what im doing;

1-) With cvmtool i extracted data and btl.cvm
2-) I got data.hdr, data,iso btl.iso and btl.hdr
3-) i opened data.iso with power iso and put DATA mods into this iso
4-) i did same thing for btl.iso
5-) i converted these two isos to cvm (modded data.iso to data.cvm and modded btl.iso to btl.cvm)
6-) i put these data and btl cvm into unmodded iso
7-) i renamed modded p3fes.elf to SLUS_216.21 and into unmodded iso
i tried and got black screen.

Lastly i added 2 3 mod and changed one mod from the image above.
