Cheat Code was found, on the title screen if you press Up, Down, Left, Right you'll hear the select chime. Start the game and select a song, and you should have double time, along with a little chicken sprite on the top of the screen.
Chicken eh? That's cleaver, but cool find, funnily enough, last night I was having a conversation with the developer of this, if I knew about this cheat I would've mentioned it, at least I discussed the level transitioning and it seems this was due to limitations, even the timer in every track was to make sure everything loaded properly, according to him he genuinely tried and this was the best outcome, very humble guy too.

There is Sega Arcade Gallery for GBA with outrun in there
I know about this compilation - these are disgusting ports in terms of graphics - they don't fully use GBA hardware and look like clumsy demakes for the NES. Note that even this homemade GBC (with the limitations of the CBC screen) port looks almost better than the GBA port you mentioned. Although I do not dispute that the port in compilation from fairly ancient arcade machines is accurate enough.
I meant a port with improved graphics (now they are called remasters or remakes), for example, as ports of the first FF games to later platforms (early 2D ports not 3D remakes).

This true… but don’t forget, this game compilation has been released after SEGA decided to leave the console market with their own products. OutRun GB is awesome, compared to his masters own port on the Game Gear 🌴🚗💨
Got it my Friend 👍🏻.

and with a reduced field of vision (240x160 instead of 320x224) and with somewhat brighter colors and compressed music compared to the arcade version but at least it exists but as a GBA version it is not better than in the Arcade but it is something playable at least.

It's very cute for home brewing, the picture is nice, now I'll also dream about OutRun in the GBA version.

Love it! Awesome port. Been playing it at least once a day on my China handheld lately. Only gripe: the leftover time from the last stage doesn’t carry over, and every section just starts at full time again. But hey… back in the day I would’ve blown all my pocket money just to own this game.

Not really a big fan of the level transitioning here but still quite an impressive port, I'm enjoying this.
Yeah, as someone who's played the Genesis port, it was a little disorienting.

For the GBC this is very impressive and I would have definitely bought this for my purple GBC back in the day 😮
