The main reason it hasn't been re-released is probably because of licensing. Also I imagine that the car models are too detailed to just de-badge them.
And yet that car was in so many OutRun games over the years. I mean if they paid for it before, they can do it again. It's a car. It's not like it's an entire racing game of different licensed cars from different brands and makers. It's one car.

Good point. SEGA would only have to get a license from Ferrari.
