I saw many interest titles in the PS VITA+PSP rom section, what emu you use for PC? And what about firmware, BIOS and optimal settings?

VIta performance (Vita 3K) depends a lot on the game being played and your machine specs, so you kind of have to experiment on a case by case basis (you need to have a moderately modern GPU and good CPU speed. For emulation generally single core speed is a stronger factor).

What I can tell you is that I had cases where games failed to load or crashed at points during gameplay because they weren't up to date, so keep that in mind. Since Vita emulation is on the more demanding side, it's best to keep settings default and experiment from there.

For PSP, PPSSPP is absolutely incredible and you can do pretty much whatever you want with it config wise. I tend to run games at 3 times the native resolution and it looks amazing.
Keep in mind that it is important to disable certain settings like <fast memory> on the emulator to ensure stability.

Telling your specs is quite important here

Anyway, Vita3k is still experimental so expect some crashes, bugs and anything glitchy really

PPSSPP? Flawless emulator. Only has a few bugs but it's not as noticeable as Vita3k. At the time of writing, it's currently at version 1.81 and you can see it here

For Vita3k here

for PPSSPP you don't need bios as far as i remember, some games will render better if you install the PSP font. On PPSSPP almost all games will work without much or any configuration.

Vita3k Will prompt you (and send you directly to Sony's site) to download and install the bios when you launch it. Only about 50% of the games will work. Always check the compatibility list on their site before downloading a game.
Also helps switching between the GPU renderer Vulkan and OpenGL. Most games work better on Vulkan but some need Opengl.

PPSSPP can be ran on any pc man, I am hitting it with a 1.10ghz cpu and 2gb ram, no gpu, and can run any psp games very fine

as for vita3k tho........

it is a very steady 30-40 fps

Ya, as Stated above PPSSPP is about the only Choice to play PSP games <as in best their is for psp emulation>
Same go's for Vita3K, but it's kinda at the Same spot as RPCS3 is, as @Spike said about 50% work, you can find a compatibility list on the Vita3k site actually.

As for settings, like @DunkeyKong Said, Spec's would be Helpful
