Those chips are secret chips that the only way to unlock them was in the exclusive Japan event, but thankfully, some translations give you the chip for free
I agree with Storm Tornado, basically you can destroy most enemies in a row with that.Just to mention 3 games:
As an extra because the OP mentioned rockman series, I consider Storm Tornado from Rockman X one of the best weapons in a Rockman game.
- Final Fantasy Tactics: Chaos Blade + dual sword. Basically every enemy, regardless the level, will die in one attack. Depending on your level, bosses can die in 2 complete attacks.
- Final Fantasy XII: Seitengrat. This bow's best value isn't the power, which anyways is the strongest weapon in the game, but its range. You can literally take 47 millions HP to Yiazmat without it even notice you.
- Akumajou Dracula X - Gekka no Yasoukyoku: Crissaegrim. This weapon is amazing and have no negative impact on anything. Farming it can be a little bit tricky, but it's worth it.

Detonator + max bomb number + max firepower + that powerup that inmunizes you to your own bombs = pure chaos.The detonator on any Bomberman game, nuff said
Rush Coil have limited amno and trying to hit one enemy with that is difficult.
