I'm okay with this. While I did find the open worlds in the first two games incredibly immersive, they were mostly window dressing. Mafia 3 was the first game in the franchise that littered the open world with more things to do, however I don't think that benefited the game at all since it's the weakest installment in the franchise.

Is it a good thing they dont do an open world? I dont know about that. Only played the first remaster, in VR with the HUD and mini-map removed (realVR mod), and the whole "learning the map and the landmarks while doing the taxi" stuff was kind of cool. Genuine gameplay.

The shooting on the other hand was a bit clunky, and it was funny that the narrative was so serious while I was raking a cop kill count in the hundreds...
 
I'm perfectly fine with that. Not everything has to be an open world with a thousand things to do. And Mafia has proven that many times.
