I've discovered a method to prevent Project64 from displaying the 30-second reminder.

To begin, launch Project64 as you normally would. Once the program has fully opened, immediately close it without making any changes or adjustments. After exiting, reopen Project64 right away. By following this sequence, opening, closing, and then reopening the application, you’ll effectively bypass the 30-second reminder screen that typically appears at startup.

What I do is opening the program -> time travel to 30 seconds later -> profit

Rom hacks won't work with that emulator
Some rom hacks actually work on Project64

The better solution is to use an N64 emulator other than Project 64.
Well the whole point of this was for people who didn't want to switch, but that's a good choice too.

Likewise, I'm happy with Gopher64 with overclock support & crt shader. It has integer scaling as well.
