Is It Possible to Pay for a Translation of Kenka Banchou 4 and 5?

What about 2 and 3? And the PS2 games for that matter? I know this doesn't answer your question but I'm playing through Badass Rumble on the PSP right now and I don't think that 2 or 3 are available in English either. Nor are the PS2 games.
But as for your question, I mean it probably is possible? It's just that translating games usually requires a team of translators and modders, people who know how to go through all the game files and mod them without breaking everything. For translators I'm sure you can find some that would take the job, but without modders who can find every bit of text in the game and give it to the translators I don't know what the chances are. I don't know how you'd find those modders willing to do it.

I don't think any translators would work on something like this, not even if you pay them well enough. I at least would rather work on an official translation than getting paid by a fan to work on their favorite games.
Most if not all fan translations come from the love the translators and hackers have for the games. If they aren't particularly interested in the Kenka Banchou series, those games are going to remain untranslated.

Learn Japanese if you can. It'll be worth it in the long run.

The scripts to open the game files are available here, all it needs is a translation, either machine or a proper one. Last time I checked, the main file contained about 6000 lines of text, with some occasional repetition.
The overall text structure is pretty basic, more or less. It’s something like, "Teru, the weather is nice today" / "Indeed" / "Let's go find Onijima". It's a brat simulator, so there’s barely any philosophical content woven into the dialogue. A good friend of mine has also figured out a way to create a rough VWF, so the English text would look a little more better on screen and if anyone needs a file, contact me here as well

Still holding out hope someone will translate these games eventually, at least the 2nd and the 4th game.
Insanely underrated series.
 
Not really possible for the same reason official publishers rarely purchase fan TLs - crediting everyone involved is a nightmare.

As for Kenka Bancho, it's more likely the otome game spinoffs will get translated as they're visual novels.
