I've probably played it, and probably for not very long. You should understand that this is a 1997 DOS strategy game -- you'll be playing it through DOSBox.
It's got a galaxy map, a colony map, and maps in between. Very typical of its contemporaries.
If you've never played anything like this before, I'd suggest trying
Master of Orion 2 first (also on gog). If you find MOO2 too simple, then look at
Emperor of the Fading Suns (also on gog). If you want something in between,
Imperium Galactica I guess. IG could probably be found on an abandonware site.
But only if you were insistent on playing 90's space managers/strategy games. You could play Galciv or Stellaris instead, Stellar Monarch, Sins, Distant Worlds, Polaris Sector, Stardrive, Star Ruler, Stars in Shadow. There's even a Imperium Galactica 2 (from 1999).
More in-depth titles might include Terra Invicta. More interactive games would include the X (as in X3: Terran Conflict) series. A fun, casual title would be Lazy Galaxy 2.
