I would really add the New Vegas dialogue options and the old Perky system and The fallout 4 shooter and customization mechanics.
I don't mind the raiders having litteral garbage, but Fallout 4 seemed like it was overflowing with Raiders and their terible weapons around every corner. I don't need 30 pipe pistols once I'm done clearing out their camp.I'd love to see proper memory optimization so that I can get a solid 60 fps on my gaming rig. Seriously, there's no excuse why Starfield had to run so terribly.
Have 2 companions follow you would be nice as well, since just choosing one is annoying. The had it in Fallout 3, so not having it in 4 was unacceptable.
Nice looking weapons would be good feature as well. I hated that they made us use literal garbage in Fallout 4, and I hope the Gun Runners have a presence in the new game so I don't have to see raiders try to shoot me with their arts & crafts projects.

Fallout 2 had a less dark mood but I agree.I would take a look at the atmosphere of the game, as Fallout as a series has lost its soul along the way.
Funny sure but in a wry, downbeat and bleak way...the world is meant to be ravaged by NUCLEAR WAR.
Fallout 3 did it well, but since then it's been wrong...fix that and we'll talk.

Before you're asking me I mean that Fallout is supposed to be a post-apocalyptic world set in the far future from a 40's view on the future rather than a world that has culturally stagnated in this epoch.
Bethesda has misunderstood the assignment and went all "oh hey! Let's put the most 40's and early 50's references in the game even if it made no sense."
Even the Nuka Cola bottle caps being a currency in the East Coast in FL3 made 0 sense because they could've used a different currency system.

Going with the use of caps, they could have just had a merchant NPC explain that the Hub's water merchant were expanding into the DC area, and thus why they were using caps to represent the Water Standard. Instead, they just plopped it in DC without any explanation.
