Yes, you can. There is an emulator called vita3k that you can install that allows you to play vita games.

Depends on the model, some can some can't. If it has dual analogue sticks it has a good chance to also have enough hardware to play vita.

Depends on model and game title. I have an RP5, Vita3k runs visual novels fine, but 3D games have artefacts galore and love to crash.

I managed to get Gravity Rush running on the Retroid Pocket 5 at 2x resolution. I think graphically intensive games like Uncharted or Killzone will be more demanding, but anything light to medium-weight will probably run fine.
