I can see there is a text box for tags and I also saw some posts which has tags. So my Questions are:
1. What is the purpose of tags?
2. When to use tags?
3. How to use tags the proper way?
I feel like these three questions are the same even though it doesn’t feel the same because I am not understanding the tag system very well.

Solution
Tags help relevant topics come up quicker and easier on search, guaranteeing that more people will be able to find them.

Use tags when creating a new topic, and write what's more relevant to each case on those (i.e "soundtrack" for a topic discussing game's songs or music, or "first person shooter" when talking about Doom, etc).

Hope this helps!

Also, please note that it's recommended to use existing tags instead of creating new ones, whenever possible.

The whole point of tags is to categorize similar threads.
Creating a tag which is used only for a single thread is basically useless.

For this reason, tag names shouldn't be too specific, but should be somewhat generalized.

Thank you for giving explanation of the general use of tags.

Where can I find the existing tags?

When you are writing the tag name, a list of existing tags will appear as you type:

Aha! I always just typed one character to check if a dropdown menu would show up. I needed to type more than one character lol. Thank you for showing me this.
