Brazil was allied with the US during the Cold War, making them 1st world. They are not underdeveloped, but they do have a lot of poverty still, so they haven't gotten out of the developing category for some time due to that.

I guess Venezuela was 1st world but then it became underdeveloped becoming 3rd world
