Well, you need to learn to recognize the file structure of the ROM in a hex editor and create and successfully apply a translation that fits within the text limits while carrying the spirit of the original so as to avoid misaligning pointers and making the game not run or otherwise break.
If you end up with a functional finished product, you use a common patching tool like floating ips to parse the differences between the original and modified ROMs and turn those differences into a patch file which you can freely distribute on the internet.
At least that's how it usually works with single file cartridge dump ROMs.

well that sounds complicated.

Making the patch is uncomplicated because the tool does it for you. Making the modified ROM from which you would make the original English patch is the hard part.

well I don't really understand all that.

You seemed to think "instead of bothering with google translate I would rather just take "language.txt" from the game -> machine translate it -> put it back to the game -> game display English..." I wish things were that easy lol.

You may use real-time screen translators or something instead.

If you have a modified ROM and you want to turn it into a patch, Marc Robledo's online patcher has a 'creator' mode in which you can put the modified and original ROMs and make a patch that changes everything different! Comes in IPS and BPS formats.
