I don’t know how to use Job Points in this ROM hack.
If anyone knows, could you please help me out?

i thought the name sounded familiar, i grabbed this the other day. haven't played it yet but i found this on the romhacking.net page:
"A new system to learn abilities is implemented, similarly to the original Final Fantasy Tactics the units will earn JP which they can spend directly on purchasing abilities. This is the only way the player has to teach new abilities to the monsters."
i would say go into the stats menu for a monster character and check for anything related to jobs or abilities. sorry for not having much more info or help than that at the moment.

Is it a system where abilities become available for purchase with JP depending on your level?
Right now, the average level of my clan party members is below 10, so maybe that's why —
in the ability check menu, not a single skill that can be purchased with JP is showing up

It's not immediately intuitive, but I'll show you:

After choosing the monster you want to teach abilities to, confirm on "pick abilities", then on the next screen press whatever you mapped to "R" to access the ability list.

No problem!

Remember that some monsters have 2 variants (or 3). It's worth getting one of each because the abilities change, you may prefer one moveset over the other.

since this hack is based on the first tactics game, you should be able to see all of the abilities that the monsters can learn by going to where @RageBurner showed in his screenshots. the first tactics game showed all possible skills learnable for the selected character in their job, regardless of level.
the original tactics advance and tactics advance 2 don't show all learnable skills on the stats screen, just the ones that you are learning/have learned.
