enemy exp scales with your level. higher levels will give you more exp, lower level enemies will give you less.
use your weapon skills constantly, at all times. every use builds the xp bar up. it caps every 10 levels for each volume; [10 with max bar for volume 1, 20 max bar for vol 2, and so on]
the best gear will be found in high level dungeons and completing side quests. there is a super boss to fight at the end of one side quest and an optional boss that roams around in any random field level if you've been there for at least 5 minutes. it drops an key item that allows you to get some ridiculous equipment in vol 2 that lasts for nearly the rest of the series. even the ultimate weapons seem feeble compared to them.

Go to areas with enemies whose levels are slightly higher than yours, switch weapons a lot and keep grinding!
