Am I missing something here? Description says "script is fully translated"

How is that 19% complete? I dont see 19% mentioned here in description...

It refers to version 0.19 of the English translation which is 19% translated.

The positive side is that the game is slightly translated into English and that is 19% complete, but in the future the translation of the game may reach 100% in all elements beyond the text of the dialogues.
