The Saturn port of HoTD sucks, get the arcade one.
 
Yeah, I played a good bit of House of the Dead and games like Time Crisis on controller with no issues back in the day.
 
I know for the PC version of the game you can use a mouse. And for the Wii port of the HotD games uses the Wii-mote, so you may be able to use a mouse on Dolphin.

All console ports of light gun games can be played with a controller, pretty much. It's the worst way to play these games because it's just not fast or precise enough, so you might find yourself setting it to easy or having to do a lot of memorization. I use to do it anyway with Virtua Cop cause I didn't have the light gun and still had fun, but I was a kid.
MAME and other arcade emulators let Model 2 Emulator (for House of the Dead) let you play using the mouse instead. It's definitely easier that way, and a bit more fun, though of course nothing beats a light gun.

Yes! For them to be able to sell this game in stores, they needed have you be able to play the game without the peripheral. The same thing goes for the other light gun games: Virtua Cop 1 and 2.

Most light gun games can be played without the gun. I think people get tripped up by NES light gun games. But that system, its original core bundle, came with a zapper, so the expectation was that everybody had a gun already.

So, let it be known, Saturn HotD is like the original Daytona port. It looks like trash, but it plays like a dream.

Thanks, I was also asking the same question for Virtua Cop.
And yeah, it looks janky, but it´s fun as hell.
 
HOTD 1 on Saturn, HOTD 2 on Dreamcast, HOTD 3 on XBOX all work with controllers. No guns required.

That would've been legit good if they've made proper headphones for the NES.

At least Konami made the GunCon which is arguably one of the best light gun around.
 
yes! just about every version of HOTD to my knowledge can be played without the light gun. every home release I mean. the saturn port of 1 and the dreamcast port of 2 both can be used with just a controller (I don't know where you're from, but north america never even got an official dreamcast light gun), and of course the wii port uses the pointers. i will say from experience though, if you can manage to hunt down the saturn light guns, they are a lot more fun !!
