I'd like to emphasize that, at some point, something like this was considered to be above average, but definitely not unheard-of by any stretch of the imagination.

Do you mean gif making or animations? Gif's aren't as restricted as it was back then, when most sites only have a few bytes to give out and the internet was so young that 1MB was considered a lot. People just found work arounds with compressions and smaller resolutions like 240x144p. It helped that monitors back then were around 764p or 1024p

Animations made through a GIF engine (like GIF Movie Gear), actually.

I agree with everything else you said, but it's kinda weird that these just... disappeared just as the playing field was finally getting even — I do remember people making seriously impressive things with Buddy Icons, avatars and little movies this way.

Didn't people just moved to Adobe Flash and Movie Maker? I don't know what they use currently.

Yeah, I believe you are right.

I do miss the raw, unpolished feeling that came with the territory of importing hand-drawn frames from MS Paint into a GIF engine, though.

Flash had such an advantage, it allowed people to go pro.
 
GIFs have a charm to them that can't really be replicated. There is something facinanting working around their limitations and producing some good gifs.

Of course we have way better tools and formats nowadays but there is something lacking about them that I can't really put my finger on. It's like video just took over and gif, although just moving images, just like video, was snuffed out.

I tried to make some gifs myself but wasn't really satisfied with the result. Is there any tutorial or guide on how to make better GIFs? I would gladly appreciate them.

I kinda did that with my signature (less cool tho obviously lmao), I draw my character on Inkscape, passed it to gimp where I made the moving background and I set the frames of her blinking & some flourishes to the text. Was fun to try.

The video is from 2007, but the GIF is from 2003 — and the video doesn't have much higher resolution, either.

I think they just set the song to the GIF xD
