Because Genshit is generally, mainly a phone game. Phone is one of it's biggest main platforms and Genshit is made as a phone game that works on even relatively low end phones. It is weird to claim they cannot make the game work with 8 gigs of ram, relatively powerful 8core x86_64 processor and old but still relatively powerful GPU when compared to the low end phones with 100Mbps storage, quad core ARM8 CPU and mali GPUs that do not hold a candle to stuff PS4 can do. The phones Genshin still supports are far behind PS4 that can still play RE2 Remake, RE4 Remake and other cross gen modern games, quite fine. Like said, many times. PS4 runs Fortnite at 60fps while the phones Genshin supports do not run Fortnite playable. Just because PS4 is old does not mean it is not without relative power when Switch and Phones exist as competition. If we were talking about something else than Genshit then it would be valid to point out the age of PS4 though it would be more apt to point out it's lack of power but we are talking about genshit. It is made to run with a lack of power and it continues to support that still. The comparison is made repeatedly because the low end hardware genshit supports makes the argument "PS4 just is not enough these days" null and void. These people make games with low end hardware in mind that should still include PS4 as a valid system. PS4 still runs Lego Fortnite; an open world survival game with excellent graphics at 60fps with some drops. Genshit is not exactly high grade game that would need to drop PS4 for any other reason than sony wants them to; they do not want to support PS4 for some reason, or they are just bad developers.
TL;DR: Comparing to phones because low end phones run Genshit. There is zero logic to "it needs an SSD" when budget phones have slow ass SD card like storage that is actually slower than HDD. It would make sense to say genshit needs more CPU power if it did not run on quad core low end ARM with 4 gigs of RAM. If you think a 2022 300usd phone is significantly more powerful than a PS4 just because one is newer than other, you do not understand hardware calculation power scales and should stop posting about them.

I already made my point so let's add how phone version naturally using way less quality version than non-phone versions with different optimization and engine tweak that befits to how phone works then I wouldn't have anything to say lol. Perhaps last thing need to be said is hardwares are beyond their capacity and speed, it's also about how they work which should have been a reality slap for you when I said how an HDD is slower than eMMC because how HDD works makes it slow and it's slower than read/write speed as this speed is just "one thing". So imagine how a PS4 works differently than a phone and how a phone's hardware may have more pros for Genshit Impact than PS4 would have. And then you keep listing games that doesn't even use same engine ayy lmao.
Since you still being stubborn about defending PS4, beyond its ancient SATA 2 and HDD, considering when it was released I gotta say its CPU is ancient too for its time:
- The CPU is like designed for laptop for it cares about spending less energy as much as possible. It was not made for performane at all. 8 cores my ass, it's like 8 old granmas doing the job lol.
- There are stuff that matters in a CPU more than cores, threads and GHZ: PS4's CPU is low IPC. It means per clock cycle it executes less data. That's ancient shit for its time makes its single-core performance so low the CPU of what we call "low-end CPU" in smartphones are way more powerful than PS4's CPU. Its CPU was even so low end for its time, some high end CPU from 2005 can beat the shit out of PS4 despite it has 4 cores.
Its only pro that is not enough for modern games, for example even Genshit Impact, is its medium-end GPU for its time. Gotta appreciate the 8 GB GDDR5 unified memory shared between CPU and GPU though.
So, PS4 from the start doesn't have what it takes to handle an Unity Engine game like Genshit Impact considering its content and open world design. If something had to be blamed it would be Unity Engine and whoever person decided so instead of Unreal Engine lol. So relatively a decent enough phone of today's has what Genshit Impact needs that PS4 lacks, while PS4 may have RAM and GPU advantage they really didn't help for Genshit Impact. After all every engine and game has their own need for specific hardware with specific usage.
Why PS4 designed that way is greed and laziness but mostly how video games back then were so depended on GPU so they didn't care in future games would demand CPU more despite they understood the core need that would arise but they still failed to comprehend just core amount is not enough. Naturally Genshit Impact is a game needing CPU more that would require a storage device that's not HDD so PS4 naturally would struggle more trying to keep up with the game therefore there is a limit developers probably did hit enough not to support the game on PS4 anymore.
