For example when I look at nude person statues it make me appreciate the artist's skill when done okay. As a visual artist nude artworks necessary for proper anatomical study so you can create realistic looking people. Thus you may have to start from skeleton -> muscles -> fat -> rest of the body -> the clothes people wear. After you gain enough experience you can directly skip to clothes part. Another thing is nudity in art often meant the reality of how people are for real. Clothes were a sign of social statue that was more intense back then comparing to now beyond the uniform idea current people have. Rich people wore X, poor people wore Y, military people wore Z and so on. People wore a particular clothes to be a particular person way more than how it's now. So as an artist it was good to remind people that without clothes everyone is equal as human beings. I do like this aspect of this art.
On the other hand naturally most people would appreciate sense of humor regarding making people fall into unfortunate events that they go naked or their underwears are shown. I don't think these stuff are sexual or creator would necessarily have sexual intent. For example in one of Yakuza Like a Dragon side quest a person is nude and ask for you to help regarding it. That's not sexual. For example in an anime called Noragami one of the sense of humor type is one of the high school girl when she gets so focused on her goal to help people out she often climbs over wall and stuff and therefore her skirt is all over the place. Sometime she faints on walls trying to climb and therefore she lies down there like a clothes especially were put so they can dry lol. These are not sexual because this is real life occurrences that naturally happens.
However when it comes to Nier 1 it's like only 1 particular person actually has underwear to wear and why she is in her underwear doesn't make sense in the context of the game. This is clearly pervert stuff you cannot buy and it can make you okay.
We can even judge Nier Automata in the same way. Should we ignore obvious BDSM elements in the way female characters are designed? It would be naive to not think there is no pervert goal regarding the whole game. Whole point of the game is porn, otherwise characters wouldn't be designed to satisfy hentai fans lol.
Naturally this topic is a topic of what the intention was behind the action. Knife is not a weapon necessarily, but if it's used to murder it turns into a murder weapon when its purpose is being a tool in kitchen. Should we force ourselves to believe Jack the Ripper actually wanted to cut bread but he accidentally cut women? Creator of Nier and Hideo Kojima are clearly pervert people and therefore most of their games are cringe due to "not okay" elements. Because you know Hideo Kojima is pervert, despite sexual elements in MGS3 does make sense in the context of the game you still know why they exist is because he is a pervert.
When anything has primitive elements I do not think the whole artwork has any deepness whatsoever. I do think MGS3 ending ruined due to unnecessary sexual elements that didn't have to be shown at all. I can't take whole work of the creator seriously when I know they are primitive. And then I strongly support the idea of no primitive people who publicly expresses their primitive BS can do art whatsoever. Then what they can do is using abstract ideas to satisfy their primitive feelings. This ain't art.
Then I can say Nier 1 perhaps wouldn't be sexual if the particular character eventually found normal clothes to wear. Because then sense of humor would end so we will get serious to make whole story of the game can keep being serious, but when creator does not fix this issue it gets harder to respect the creator and take their game seriously, yet I still appreciate the art of Nier 1 regarding new game plus.
For example the gif that shows realistic breasts physics of a woman character, I can get how humorous it can be and it's realistic so it "should happen". It's better than the cringe of just to satisfy Americans developers removes breasts physics from their games so laws of physics sense the breasts doesn't jiggle is same level of BS as long hair of a person does not move at all when it should just for the sake of necessary part of how physics are. Laws of physics should be realistic in video games for necessary part of the immersion, otherwise it gets hard to focus on a video game that doesn't make sense lol.
Regarding the gif again, this situation can be funny when the woman character try to seduce the male character but male character doesn't give a shit despite no matter what. I find such situations funny in the manga called "Eminense in Shadow" which such stuff happens a lot but clearly there is no pervert intent behind it because whole situation is about sense of humor and so far manga never had BS goal of porn at all.

Japan is the most known country that can distinguish what is sexual with art and sense of humor. I don't think anything about nudity and underwear are part of sexual elements. Nude people are just nude people made of flesh and bone as much as everyone and underwear is just a piece of cloth. Yet again what matters is intention and why they happen from the start. Japanese people uses this difference greatly. However I still think some Japanese people uses this culture to their advantage to make pornographic works in a subtle way to realize their sexual fantasy by developing certain video games. So when Nier's creator develops such a game it make you think his fantasy is hanging out with people who walk around in their underwear or BDSM outfit, just like Kanye West BS lol.
I do admire Japanese way of using primitive aspect of humanity for sense of humor and as a "healthy life style" by not judging subjective concepts as bad or good in black and white way. If it's acceptable for them and that's the way culture is. Well I would expect Drakengard and Nier to be serious games, therefore despite for humor I don't think bedroom jokes fit well to these games.

Well I personally like her personality but his whole character undermined with BS sense of pervertism, then it make you question her personality is not for deep enjoyable character but it's the creator's sexual fetish too. And then the game make me think all bedroom adventures the creator does with women lol. I personally think if a fiction make you think about how cringe its creator is and think about their real life then you as a story writter, and in this context video game developer you failed hard with immersion and therefore you failed to develop decent game. Nier 1 is nothing without the new game plus reveal, but it's still barely a something when creator couldn't keep the game proper lol.
