I haven't played it but Konami tried to experiment with making some fighting games on the Nintendo 64 but they weren't as good as expected (In terms of results).
 
There's an NTSC version of this game in both The US and Japan, but TCRF article for it is scant. Is there a reason to play the EU release over US/JP (Deadly Arts)?
 
Seems like Konami never really could crush it when it came to fighting games. The same year's Kensei: Sacred Fist on PlayStation was solid and competently made, but the presentation was also really boring and bland; most of the fighters just look like regular people in ordinary street clothes.
yea but one guy looks like steven seagal and thats amazing. i love that game.

Decent game, nothing special but I remember playing it a lot when I was little. Fun fact, Kai Himuro is voiced by Junichi Kanemaru, the voice of Sonic The Hedgehog

Electronic Gaming Monthly trashed the U.S. version of the game (Deadly Arts) in their review in a 1998 issue.

Also, fun fact: Kai's voice actor (Jun'ichi Kanemaru) is also the Japanese voice of Sonic (Sonic Adventure-present) and Swiper (Dora the Explorer).
