I guess this is more a question for the romhacking.net forum, dedicated to the community working on the romhacks. You may want to ask it there.
Retrogametalk is more like a forum for/with those who, instead, play those games or talk about them. ;)
With that said maybe you will be lucky and someone will know something about a translation of FEDA 2: White Surge the Platoon.

There does not appear to be an ongoing fan translation project in the works from what I can tell. Or if there is, they haven't publically announced it.

(Or I might just not have found it, that's also a possibility)
