Why imposed by Nintendo? The Japanese versions aren't censored, the Western localizations are.

Because Nintendo had a "family friendly" policy to evade controversy and possible litigation long before the rating systems even existed, that's why they (Nintendo) removed alcoho/tobaccol/sexual/religious references for Western versions of the games.

The Japanese dialogue literally confirms that the F-Zero race is a life or death sport in which racers risk their lives for money and fame, this fact was removed from the US/Pal releases due to the lame "family friendly" policies imposed by Nintendo.
