I could only ever trigger this encounter once, but it was pretty mind-blowing when it happened.

It's rare, but it gives you a pretty strong Pokemon before the first gym (and it's also pretty exciting to see after wandering through an endless "sea" of nothing but Pidgeys and the Caterpie family).

I remember that also have a encountee rate of like 5%

It looks like Pidgeys are also exclusive to Yellow. Viridian for Yellow was the one I had as a kid. Weedles look like they get the short end of the stick and red is the only one it's easy to catch them in and Yellow doesn't have wild ones in Viridian forest at all.
