You don't have to mess with Locale nonsense at all, and with the new English patch, you get a (mostly) portable NO-CD install. Not sure if it'll work on Win11 — this installer is *ancient* — but it works on 10.
-Mount CD image, open, and run Setup
-Install in a temp directory by clicking usual NEXT button location in window (is garbled)
-Deny the bundled QuickTime 4 install, is garbled
-Find 'Apple Computer QuickTime 4.1.2 - Windows' on Archive.org, install, un-ticking IE box (might not make a difference to install Japanese bundled QT4)
-Download English patch and dump files into CB's main dir.
-Run either exe included with patch, popup windows says it's first time running, grabs files from CD and puts them in CB dir. happens fast. Now it is 'portable' (minus the ancient QT install).
-Unmount CD after verifying its files are added to CB dir, but it should be good.
-Copy CB folder wherever, archive a 7z of it, etc
-Uninstall Cookie's Bustle (you'll still have the 'portable' install folder, archive, etc.)
