If I plan on playing emulated Vita games in the future on unknown hardware, which of these would be the smarter format to choose?
It sounds like the NoDpDRM is for playing on original hardware and the other is for playing emulated.
If so, I'd think the good choice would be Vita3K.
Is this correct?

Correct.

Also English patched games will be in Japanese for you if you download NoNpDrm. Because vita3k doesn't know what to do with the rePatch folder (where the translations/hack is on NoNpDrm).
"vita3k" are also decrypted so they install faster because the emulator doesn't need to decrypt them, this is much more noticeable on underpowered devices.

vita3k can install both types

1 vita3k can install NoDpDRM
but it takes more process and memory so weak units like some mobile phones can not install them or it takes a very long time for them to install a NoDpDRM

so to install NoDpDRM you need a strong mobile or a pc

2 vita3k
are faster to install and take less power and memory
so you need not a very strong device to install vita3k

if you have a weak device use vita3k
if you have a strong device use NoDpDRM

The only reason to use a NoDpDRM is that there's no vita3k available.
There's not a single advantage on using NoNpDrm if you are playing on vita3k.
Other than the option to use the same ROMs to play it on actual Vita hardware if I chose to do it somewhere down the line, correct?
