Anyone say Stardew Valley yet? It's not 90s but is about as cozy as it gets. Maybe also, The Witness? It's definitely relaxing and you can take your time with 99% of it.

Ihatovo Monogatari is a Super Famicom game that's got a translation and seemed cozyish for the first 30 minutes or so that I played of it.

How about Ogre Battle? The game is very, very slow-paced, and the battles are automated. Even units moving around the map happens at a glacial pace, I always used a turbo button when emulating it. However, if you're not in a rush, it does seem like it'd be a good game to watch while chilling and sipping coffee.

though it isnt retro the friends of ringo ishikawa is a russian game that has you playing as a yanki in urban japan. its kind of a life sim sandbox in a way as the game tells you nothing and youre just there existing deciding what you want to do to pass the days (it still has a progressive narrative though in a way.) go to school drink in a cafe with your friends chill read a book workout what-have you. all in the midst of throwing it down with delinquents from other schools it really crafts this feeling of comradery between you guys and the dialogue is written so naturally it feels like youre really just chilling with people. game with lots of down time so you pretty much need to be in that patient relaxed mood to play through it. also the girls are cute

Moon and Chulip are games where you have to help other people with their problems and these games have a very relaxed pacing.

Based on your description, I would imagine it would include the following features:
- Does not require 100% focus (so you can enjoy those sips of coffee anytime you desire)
- Can be interrupted at anytime without hindering you or causing you to lose
- Has a soundtrack that is not intense so that it can still be enjoyed when you are temporarily not looking at your monitor/TV

Rollercoaster Tycoon 1 or 2 or both with OpenRCT2.

Seriously, it baffles me nobody brought these games up, yes, RCT2 is early 2000s instead of 90s but these two games are seriously some of the best "comfy" games out there, you don't need to really contend with anything majorly hectic, most of it can just be played with just a mouse and they still provide enough depth to not bore after a few hours.

Honorable mentions to OpenTTD and RCT3, both of them are a bit newer, but you'll still have a great time with them.

I always found older CRPGs like Fallout 2 (the time limit might make 1 a little stressful for some), Baldurs Gate 1 and 2, or Icewind Dale pretty cozy. Could throw Elder Scrolls on there too, any adventure game where you're given free rein to wander around really.

My morning coffee routine back when I discovered Fire Emblem was to tackle a quick map or two and I found that super cozy so Honorable Mention, I suppose.

OpenTTD, it can be a little overwhelming when you first start playing and learning it.

But, nothing beats how fun and zen it can be to watch trains come and go.

Somebody here said Va11ha11a, and I second it. I've been wanting to replay it myself.
I like playing wizardry or the first final fantasy for coziness, but that's probably because i've played them a million times so I can autopilot. ff1's ost is so nostalgic... the og harvest moon has a particular mood about it. Trails in the Sky. Princess Maker or better yet, Volcano Princess. Style Savvy I will always shill. Atelier series is nice too.
I play a lot of dinky pc98 rpgs that are happily played with one hand lol and they're very cozy but they are only in japanese

Might sound weird, but I find Luigi's Mansion to really have these vibes. Sure, it's horror-themed, but the game isn't actually scary much. All the ghosts are so silly and loveable, and it's kind of quaint exploring this ghostly mansion!

The Style Savvy, what’s more chill then playing dress up
BAD END THEATER, it’s a visual novel with really charming art. It does an excellent job at expanding and subserving a very classic formula . All the characters are really cute too

Tomodachi Life
and Puzzle bots, a cute (except the humans are pretty ugly) game about playing as tiny robots

I don't know if others consider it comfy, but I like a "Garage" game. just sitting around a create a character or a customize screen getting things right is just zen for me. triple so if the mode as some music. Gran Turismo 2's cities live rent free in my head, with East being my favorite.

though Armored Core for Answer has a nice one as well

Beat me to it.

And in all honesty, Death Sranding.
Either pace yourself or lower the difficulty.
Chapters 1-8 are chill, 9-14 are hectic but then chapter 15 is just a freeplay mode.
It's comfy as heck to the point I wish the game didn't rely on combat at all.

I know I sound like a broken record but... Heroes of Might and Magic series. I mean you can play the whole thing solely using your mouse, it's turn-based so you can take your time and the OST is very relaxing...
