It's really interesting and the first time I saw an implementation of a free BIOS for Sega CD .
It's made by a friend of the dev apparently.
It's in development still.

Also it seems it has official ports to Retroarch now.
So people that use that or derivatives can just download the core from the frontend for their respective platform.

I recognize the developer's name, they've been a big part of the retro Sonic scene for a while. I think they also did some version/fork of Gens back in the day?

Yes it seems to be like that, what I think the dev did was a standalone port for Windows of genesis-plus-gx but that it wasn't good, I cannot find it.
