One advice I can give you on the PSP is to research the different models. I have a PSP Street which is the late life budget option, it has mono speakers and it feels kind of cheap. I do like its screen, despite viewing angles being kind of shit. I think the other models are better, but they all have tradeoffs, so do be mindful of what you buy. Same thing for PS Vita, the second model doesn't have an OLED screen and IMO that kills a good chunk of its appeal.
And another option might be to track down a DSi XL instead of a 3DS. I know you'd miss on the 3DS library, but DS games look terrible on the 3DS. So if you mainly want to play DS games, the DSi might be cheaper.
