Hi my cousin brought a low end laptop he is using it for work, (and this only laptop can he afford for now) he Also like pc game but the pc is a basic specs so I was looking for a pc game that his laptop can handle he likes rpgs

Can you recommend any rpg games for his laptop

Here are specs

Brand Name: Lenovo- IdeaPad S145-151GM

Os: Windows 10

CPU: Intel (R) Pentium(R) Silver N5000 CPU @1.10Ghz 1.10Ghz

Ram: 4gb

GPU: Intel(R) UHD Graphics 605 (128 MB)

I have a uhd 620 I can play the octopath games, star ocean 2 remake and neo fantasian all those run pretty okay I've tried running dragon quest 3 hd remake but no dice, same with eiyuden chronicles

Intel(R) UHD Graphics 605 (128 MB) huh? The RAM it uses may be increased via bios settings but naturally it will decrease the available RAM. It's sometimes a necessary option to run some games.

Checking it can even run CyberJunk 2077 lol:

Then it can run lots of games that were released until 2021 or something. Your cousin can enjoy some classics like Deus Ex 1, Kotor 1, Vampire Masquerade Bloodlines, Fallout series (even 4th) and Breath of Fire 4, et cetera if he cares a lot about visual and FPS quality. If not can play newer ones with decreased quality.

Your cousin may also play bowling games on it so he won't bother you while criminals and whole law enforcers are trying to kill you together da da!!!: https://store.steampowered.com/app/2383820/Super_10_Pin/

lolol

Planescape: Torment. The answer is and will always be Planescape: Torment.

Since I had a PC with similar specs until 3 months ago I would mostly recommed you emulate some games, you could play every PS1 game and some PS2 ones, I could even play Panzer Dragoon Saga without major issues.

PC specifically?
Fallout
Fallout 2
w/ either Restoration Patch or MIB88 Megamod
Fallout 1.5: Resurrection
Fallout: Nevada
Fallout: Sonora
w/ Dayglow DLC
Olympus 2207
Fallout Tactics
Fallout 3
Fallout New Vegas

classics like Deus Ex 1, Kotor 1, Vampire Masquerade Bloodlines, Fallout series (even 4th) and Breath of Fire 4, et cetera
These are all fine, although I'd add KotOR 2 too.

Console ones? Whatever SNES and PS1 games you can find here, both have whole treasure troves of rpgs. It's easy to just dive into The Repo and have your cousin pick for himself whatever he fancies. If you feel like setting up emulators for some singular interesting titles, you could always try Panzer Dragoon Saga (Saturn) or Elemental Gimmick Gear (Dreamcast). I was able to play Frame Gride (Dreamcast) on my old laptop without any glaring issues and since yours seems to have similar specs, it should be able to run the emulators for the above mentioned titles. Don't know about the emulation of PS2 on low end systems nowadays but I played SMT3 on my old laptop at about 40% speed sometime like a decade or decade and a half ago. It was playable then, so I guess it should be even more playable now, especially with the duckstation guy working on pcsx2 and what not. And there's always PSP too, I guess. While not rpg games, I'd recommend Metal Gear Ac!d 1&2.
