So you are playing a game you encounter a boss that looks badass and ready to kick your ass but he's easily defeated and make you said

Queen Gohma from Ocarina of Time. She looked impressive at the time.

To address the reverse of the question, final bosses you expected were gonna be badass and fierce, but weren't... Andross from Starfox (SNES). Why should I be scared of a giant face? All he does is breathe at you.
 
The first "Bloater" in TLoU makes you feel like you are three seconds away from soiling your pants, but you kick its ass SO FAST.

... But the game takes its revenge for that insult several hours later, when you are least expecting it.

Provided you can get both shotguns and don't get hit on the way over or die. He's easy with shotguns. Barefist is another thing entirely.

Gigant. That is his actual name. Yes he's the first boss, but he might as well, just be a giant mook with a health meter. They do make him tougher in the remake, but once you know how his patterns work, he's pretty much easy as pie again. Here is a hint: learn to hold block and keep pressing jump backwards while you block. Specifically for any of his large attacks that cover a large range, or can't be blocked.

Shohei Yakumo from Shin Megami Tensei V: Vengeance has one of the coolest boss themes in existence, and has majorly cool vibes, but he can die in seconds. I actively prolonged the battle just to soak up whatever vibes I could.

The fake president zombie from FFVIII. You can kill him by throwing a Phoenix Down at him. Ooo, scary.

A major point of the game, sprite is ominous as hell, the boss theme is absolutely insane, yet, the fight is over in less than a minute::cirnoshrug

Destroy Man in No More Heroes 1. He is meant to be a breather boss (though it is not clear for a first time player), but the way his intro cut-scene sets him up you expect him to be way more deadly and threatening than he is in gameplay. The game makes it pretty clear he is not mentally stable and has easily triggered rage and bloodlust. The menacing aura, and Travis failing notice, not helping.

Also Toasty from Spyro 1. You think he's going to be a real boss then he turns out to be
sheep on stilts.
 
Yami from Okami can go down in like 10 seconds between the thunder edge and mist brush. With how much it was wrecking Ammy in the cutscene building to its final phase, it's pretty sad. It's not much better if you decide to not use that combo, guy doesn't push much of a fight.
