Best Sega games for a first-timer?

There multiple variations of ROS. There changes are due to licensing that Sega do not have anymore. The notable ones are Spider-Man, Rambo, Batman, Godzilla, and the title screen featuring Sonny Chiba.
I'm aware, that isn't what I was asking. I was asking if it got pulled, since TamaHero's post was implying it might be hard to find.

Sorry for that. I did some checking and the Sega Genesis Collection on steam is actually delisted on Steam. I don't know about other storefronts.

Did Revenge of Shinobi get pulled in a region or something? I can only speak to the US, but it had multiple rereleases on the Genesis, as it was included on a couple of compilation carts iirc. Also on Sega CD if that were to be counted as well. I'm now curious if it's rare somewhere like that Superman game in Europe.
What I know is that, officially, they tend to rerelease Revenge less today. It’s been done multiple times, but far less than III. Examples would be it being missing from Sonic’s Ultimate Genesis Collection, the modern Genesis Collection they did a few years back, they released 3 only in the 3D Classics series on 3DS, it was only 3 that made it to the crappy AtGames systems they made for years, etc.

It’s all solved with fan made emulation anyway, so it doesn’t matter too much! The point is more to play Shinobi games, since they’re almost always awesome!

From the perspective of modern, more narrative inclined games:
Avoiding RPG's and I'm going to assume you're emulating these so:

Dreamcast:
Sonic Adventure 2
D2
Resident Evil Code veronica
Blue Stinger

Saturn:
Tomb Raider (The PS1 version is a port released a month after the original European SAT Launch)
Burning Rangers
Deep Fear

Megadrive:
Comix Zone
Another World (Mega CD preferred)
Earthworm Jim (Mega CD preferred)
Pitfall the mayan Adventure (Mega CD preferred)
Ecco the Dolphin (Mega CD preferred)

I could write a whole other list including Shenmue, Panzer Dragoon, Sakura wars, Nadia, Phantasy Star etc but I wanted to keep things pick up and play friendly.

As a Sega Fanboy in the 80s/90s - I got you covered mate!

RACING GAMES

You absoultly need to play Outrun Coast 2 Coast. The PC version is brilliant and runs on almost any modern PC.

This Dreamcast pack has lots of classic AM2 sprite scaller games on. It has the original Outrun, but more importantly it has Power Drift. The rollercoater bonkers mad racing game is hard as nails, but a blast once you get it. Also this pack has Hang on it which is some nice simple fun.

Also if you can find yourself a Scud Race ROM to play on Supermodel (Model 3 Emulator), you'll be glad you did as it's a fantasic game.

RPG

Of all the Phantasy Star games, the final traditional Phantasy Star game is easily the best one.

But the original is still an utter classic not to be missed.

Although people slated it at the time, I still enjoyed Shining Wisdom and think it's held up very well over time.

The Sega Saturn Trilogy of the 3D Shinging Force games are fantasic, you have to play these.

If a JRPG 16-Bit dungeon crawler is something you are looking to try then Shining in the Darkness is the answer.

And finally you can't have a Sega RPG list without Soleil, it would be criminal to miss.

Fighting

Virtua Fighter 4 Evo has a brilliant 1 player progression mode where you go from arcade to arcade fighting real player data.

Although the PlayStation 3 version of Virtua Fighter 5 has just as nice progression mode and even nicer graphics!

Last bronx in the Arcade is fun, the easiest way to play is the PS2 version which is arcade perfect.

Sonic The Fighters is glorious fun, there is a PS3 digital release floating around, although it can also be found in some of the newer "Like a Dragon" games on PS5.

Hopefully this list should give you a good start

Sonic Mania Plus, even if you never played a Sonic game before is still fun. Although you might want to at least play Sonic 2 first as Sonic 1 is quite different from 2, 3 and Sonic 3 & Knuckles.

For 3D Sonic games Sonic Colors is great but is locked on the Wii and that means Wiimote cause Recolors is a terrible port you should just ignore. I do prefer the DS version but playing a DS game in a computer emulator is not the same plus the DS game is a tad short and also in 2D.

So Sonic X Shadows Generations is the game you want, for a 3D Sonic game.

Of all the Phantasy Star games I think the easier for a beginner is the third game; as long as you are not scared of RPGs.

The second game difficulty is a bit too hard and while the first one is great, it is a Master System game.

When it comes to Shinning Force, the first game is easier to play but the second game is not a broken mess that requires to save scum to not make level ups pointless so start with Shinning Force II.

Some of my favourite easy to pick and play Sega games have not aged well, otherwise I would recommend Crazy Taxi.

ristar, sonic heros, puyo puyo sun, sonic riders, and puyo puyo tetris

Doesn’t look like anyone has suggested Landstalker which is a quality JRPG from the Megadrive. Also New Zealand Story is a great game plus Ghouls n Ghosts.
