I'm not really into movies, but this is the first coming to mind: Vilain from "Expendables 2".
Awesome cast and cool fighting scenes (also my fav movie among the three Expendables titles).

I want to say Cobra Commander even though he barely led Cobra a lot of the time, he's just there ranting while someone else does the work and/or cleans up after him. Also, it wasn't a good thing when he got turned into a snake in the movie. However, when he got his not-snake form back and then took revenge on Serpentor by turning him into an iguana? That's god tier villain shit, waiting and suffering until the time is right to get your win back.

Comic book Cobra Commander is a whole different thing and not some weird snake hybrid, he's just a regular human dude,
He was shot and left for dead by one of his underlings, who then put on the Cobra Commander armor (not the helmet and mask, but the full body armor) and pretended to be CC for awhile. But then when the real CC came back, he trapped a bunch of Cobras that he deemed traitors into a train car at the bottom of a volcano and they were buried and died of either starvation or botulism. Pretty wild.

I'm always cringed by villain character types because they are rather bad just to be bad, and also hero types who does good just to do good. I don't like stories that bad is bad to be bad and hero has the journey of gathering up with good people to end bad. It's not realistic at all.

In this context the only story that has the big point of "no one is good or bad, people just takes sides and due to the side they take they are labelled as good or bad" among the ones I love the most is the TV series called Killjoys. So due to the way it would be a spoiler I will only mention what I like about one of the villains in the tv series called "Khlyen":

Why Khlyen is my favourite "villain"?: He is beyond "do bad to do bad" and his existence is beyond the concept of sense of morality, he does whatever it takes to do what has to be done because he knows what is what. In the series there are other villains that they are also not after being "bad" or some shit, they are all doing whatever side they took make them do which is the way how real life is. No one is bad or good, everyone either chooses a side and does for their side or they don't choose a side and do whatever they want. So when you believe you are a hero defeating an evil you gotta question if you are really the hero or what you do is just an evil shit your simple brain cannot even comprehend what kind of BS you doing. It's easy to hate people who did what you don't want and label them evil for the "bad" they did but for the most it is harder to comprehend what bad has to be done to do good and it is harder for some to comprehend sense of morality is not a way to comprehend what is good or bad but it's just voting what should be labelled as good and bad that is so subjective it doesn't mean anything and only makes people mindlessly brainwash themselves to program each other into for ignorant "should statements". This is what The Killjoy is about that there is no hero and evil, there is only survival and this is how Quad is yo!!! lol

I mean, a lot of horror movie slasher villains could work for this, but I'll avoid them since they seem like fairly easy answers.

Cary-Hiroyuki Tagawa as Shang Tsung was absolutely fantastic. Definitely the canon portrayal of the character in my opinion, just as much as Linden Ashby with Johnny Cage or Christopher Lambert as Raiden.

Richard Dawson as Damon Killian really stuck with me as well. Great antagonist for the movie and you love to hate him.

And as much as the movie isn't one of my favorites, Kiefer Sutherland as The Caller in Phone Booth was pretty good. Gave me Roger Jackson as the Ghost Face phone caller voice from Scream.
