By definition, it IS first person as it can get!

Computer-wise, no, it isn't and that's because of how computers and gaming design work and how first person shooters are traditionally made. You got a first person camera on a 3d model or at the very least a first person perspective within a video game and a UI

But if we go that route we will probably end up calling first person shooters "doom clones" again

You are holding the gun and are only seeing the cross hair in front of you — can't really get much more FPS than that.

If you ask me light gun shooters are a mix of both first person shooter and an on rails shooter.

Panzer Dragoon, Star Fox 64, and Sin & Punishment 1 & 2 are considered 3rd person rail shooters.

Technically yes, but movement is automatically done for you, other than aiming and shooting in most rail shooter/light gun games.

No, because it's ridiculous.

First person shooters are a specific genre that came out of the waning use of "Doom-clone", describing those games with 3D movement and typical shooting elements.

You can say light gun games are first person, you can say they are shooters, you can say they are fixed or on rails. They won't be thought of as first person shooters to anybody interested in the hobby.

It's like saying Sonic the Hedgehog is a racing game because you are racing to the end of a stage with a timer. It's too far down a pedantic rabbit hole to be worth thinking about.
