It seems this went unnoticed for a bit. Someone by the name of Crash made an english patch for Ape Escape Million Monkeys. Here's the link: https://github.com/hypermegacrash/MMTextGadget/releases/tag/0.72
The translation isn't 100% complete however, as stated by the youtube description:

"This project currently patches 72% or 2900 / 4021 of the found strings from Japanese to English, with most GUI text fully translated. Names of characters, gadgets, special attacks, etc. are sourced from the English version of Ape Escape 1 and Ape Escape: Pumped and Primed when possible. [Kakeru to Spike, Mecha Bo to Stun Club, etc.]
There are still some remnants of Japanese here and there but nothing too critical that a full playthrough couldn't be completed. I'm considering this project done unless I post another update. The full project is on GitHub for those who would like to mess around."

That's cool. I think I'm going to patch.
 
I like that he post the whole source code and a detailed instruction so everyone can build and modify it by themselves. I hope every translation projects are like this.
 
OMG this is so cool, finally an English translation.
I remember someone else was translating this game but there was never any news.
