Well however as how it's for many mangas the in-universe time flows way slowly than our world. I read somewhere that entire Detective Conan timeline was around 6 months to 1 year which I also read about how much time passed in other mangas too, however the Detective Conan universe is a parallel universe to ours and they are still in 90s yet they living 202X life due to advanced technologies for its time if it makes sense. So for in favor of the current audiance they use anachronism to befit the story to our world.

The world was always more fucked up than that, so prostitution and related sex industry always existed and will always exist. A massage parlor and whatnot being a fake front for actual prostitution is generic way for how prostitution can happen in countries that is illegal and/or how people are fooled to be offered a decent job but they were just used to forced to be a prostitute. Why these people wanted to leave their country and what they thought what kind of life they would live there depends on them.

So could there be a link for one leader or they being under one organization? Could be or not. However criminal organizations expand their business to many industries. They may have legit restaurants to illegal massage parlors to having shares in SEGA to produce games that makes Yakuzas look good so they can get more fresh meat. Who knows lol.

Big deal criminals that are the most harmful ones are stupid like a mathematical formula so as people are stupider the more they lean into crime, that's why they are criminal in the first place lol. For example tons of serial killers were smart enough to kill but not smart enough to comprehend how they would ruin their own life and they are mentally ill enough to be proud of having a shit life lol. So criminals think if they hide themselves they can always seem innocent and no one will figure out they committing a crime. However it's actually when it's a massage parlor it make you think they may be using women as prostitution, but this usually happens via VIP recommendations so they don't ask everyone if they want such services to play safe, because unsafe people may go on Reddit and tell everyone about it which they would be so easily busted lol. For example when you learn a person who has ties to local mafia openning a restaurant may be using the restaurant to turn corpses of people they killed into meat and thus they make customers basically eat evidence of the existence of killed people which they turn into cold case of missing peoples. The BS is non-criminals can think about how criminals may operate way better than a criminal because as I said before only stupid people commit big deal crimes, the crimes that will ruin their lives for good as if somehow they can make it and make their life better as if those who spent their life studying for decades to be a medical doctor, lawyer and whatnot are stupid when you can start a criminal organization lolol.

However people don't need to be criminal to be part of crime. Simply for money people do all kinds of fucked up shit there is. Current society causes people wanna buy lots of great variety of things when even legit jobs are not enough. That's why a legit medical doctor may have side illegal gigs. Sometimes people are just a truck driver who take suspicious stuff they don't ask what is that to places they have no idea what they do there just for money. And then there is blackmail thing going on. "Do this or we will kill your family" so they become free labor for crime.

TL;DR: These shit always existed and way more fucked up shit always happened and will always happen due to Crime 101 lol.
