or just rpgs with a immense amount of worldbuilding and lore for the ps1

technically its a jp only release (albeit with a fan translation) but the ps1 port of ultima underworld is REALLY great. controls feel way nicer for me compared to DOS

There was Shadow Madness, which was developed by a western studio. Not sure how good it was but I believe it fits the bill.
 
Unfortunately, the Western RPG scene during that era was PC centric. A bunch of D&D licensed games were released by Bioware/Interplay for PCs. Fallout 1/2 didn't get a console release. Ultima and Wizardry were PC centric as well during this era as well. Bethesda didn't do console releases until XBOX/PS2 era with Morrowind.
 
oomph, psx library is stacked full of rpgs, but mostly those from japan. Wizardry games do have an english setting, but if you play 4, best of lucky, it is SUPER HARD. Also beware of Darkstone. Saving takes almost hour or two.
 
I did a little searching and found something called Technomage. It was only released in PAL regions. It looks kind of interesting.

Avoid that by playing The PC version. They have it on Steam or GOG if you aren't creative enough to find it other ways.

thirding-or-whatever the PSX version of Ultima Underworld. doesn't look as nice as the original game, but plays way better, and does so on your PlayStation.

there're also a bunch of Wizardry games on PSX, including a full 3D remake of Wiz7. that game in particular is quite the commitment (I still have yet to get around to it!), but it checks all your boxes. All of those are translated now afaik

also, King's Field is obviously a Japanese series, but it carries a lot of the same appeal of "western" CRPGs from this time; it's clearly made by fans of the above two games. (On that note, I'd love to see translation patches for Weltorv Estleia & those Lunatic Dawn games. Not holding out hope though, lol...)

Blood Omen: Legacy of Kain is excellent.
It’s an Action RPG in the vain of A Link to the Past but I think that still counts. The story is very good and the quality of the voice acting is much better than most other games of the time.

Sometimes it’s just fun to be the villain.

Anyway, I'll strongly second the Blood Omen recommendation. PS1 version is still the definitive version, for now at least, owing to the lack of gamepad support with the GOG port. Though that's a case where the lore aspect doesn't get *really* interesting until the sequels (and Soul Reaver, I think, got ported from the DreamCast to the PS1 back in the day, so it counts, too).
