Hey Guys I'm looking for a good fighting games Snes or genesis with 60 frames any good hacks ones there?

Street fighter ii is a safe bet.

Mortal Kombat II on Genesis lacks the censorship at the cost of graphical potency

There is a Ramna 1/2 Fighter for SNES

Also on Genesis there is Super Slam, but is Wrestling

World Heroes on Genesis is okay, but still it will kill some dull hours

Other than what's already mentioned like Ranma 1/2: Chougi Ranbu Hen, Street Fighter and Mortal Kombat

There's also
DBZ Hyper Dimension
Shin Kidou Senshi Gundam Battle W: Endless Duel

Most of them still looks so colorful and pretty, it aged beautifully

The best answer is probably the ports of the big arcade fighters like Street Fighter II and Mortal Kombat. If we're looking for something a bit more unique to the consoles, well, for the SNES/SFC, my younger brother always demanded we play Gundam Wing: Endless Duel. Honestly, it's not half bad!

For the Genesis/MD...ugh, I went back and looked through what was on the system, can't find anything I'd willingly play nowadays. TMNT: Tournament Fighters, maybe? I remember renting that, thought it was pretty good when I was like 8 or so.
