I have tried some racing games throughout the last 3 years. Of course, aside of the car/machines you used, sometimes, the track itself can be the main issue. Either it's being technically hard, or it's because of the skill issue. Even though I forgot some others to list it off, I will try my best to make one.
(Before that, most of the images my be really low quality as I take it from other sources, I hope you can understand)

1. Citta Nuova - WipEout Pure

This track is more known as being the hardest track in the game, and I absolutely agree with that. This track is straight up outrageous for me because unlike Blue Ridge, this one straight up throwing you with so many tight turns with so little time to react due to elevation that blocks the camera.

2. Twin Course - F-Zero Climax.

While I'm absolutely fine with the track itself, this track is being quite annoying by the jumps. If you played the game, every machines gets their speed lowered mid-air, which is not really a problem as long as you can use the booster. But with the amount of the jumps from the track, it can be really annoying as you can easily being bumped from the back by the computers (or at least that is what I experienced throughout the game). I can even see lots of computers struggled a lot, from 24 racers in total can be cutted down to 18-10 in a single race.

3. Coal Cuts - Rumble Racing

Even though I still haven't gotten myself back to PS2 games yet, I still completely remember how annoying this track was. Sure, the track gives the player with so many shortcuts to go, sometimes I get confused and losing the 1st place most of the times. Perhaps it's just my skill issue, but comparing of Surf and Turf (the other track of the same game), this one is much more annoying while the others are more technical like Citta Nuova, in exception it's way better.

4. Sebenco Climb - WipEout Pure

At first, I'm completely okay with this one, but as soon I played on the Rapier and Phantom class, it becomes more annoying to take a momentum to take the sharp turn, specially in higher speed. In my opinion, Übermall is far more easier than this one. Then again, it could be my skill issue.

As I mentioned I played some racing games few years prior, I can safely assume it's still considered on small amount of total game I played. You can leave your thoughts about the hard/annoying racing track you ever played, and I think it's the best to put the fanmade tracks away from the thread, since community-made tracks can be brutal at times, depending of who made it. Then again, I don't really prohibited it.

Thank you for reading this up to this point. I hope you have a nice day out there.

After Top Gear 2 modern racing games doesn't really annoy me at all despite they only love to troll with sharp turns that have trap walls that you get stuck or your car's direction to too off the road when you collide the wall and whatnot. Top Gear 2 is in another level though, there are oils on the ground, there are ramps to make you fly and crash on top of trees and they just put obstacles in the middle of the road because why not lolol. Not to mention all these BS + low visibility due to darkness, mist, et cetera + low visibility for being high-speed racing game but its graphics are pseudo-3D:

Project Gotham Racing 4, theNürburgring
circuit. It's already difficult enough, but try racing it in an old Ferrari in the snow.
The last tracks in Horizon Chase Turbo (Japan, China etc.) Maybe because I'm old but I found them impossible to overcome.

The Nürburgring Nordschleife , specifically for the iA-15 license and 24 hour endurance race in Gran Turismo 4. You can use a B-spec/AI driver for part of the 24 hour race but I believe you gotta' do the whole 24 hours between you and the AI driver. GT5 did add an update at some point where you can suspend/save during the endurance races which was a good addition.

The course is already really tricky with weird turns that you need to practice specifically for. You can't rely on your general racing knowledge for this track. And the license test has you using a very slippery car with a tight lap time. I did it as a kid, but no idea if I could do it now.

This was pretty fun if you have friends who are willing to switch every few hours.

Hot Air Skyway (CTR)

Think Rainbow Road is hard?

GOOD LUCK WITH BASICALLY THE SAME CONCEPT BUT WITH EVEN MORE CHEAP CURVES!
But... but I love this track....

From the map alone, I can see this quite a challenge to go. How long is this???

I couldn't really get the hang of playing Gran Turismo 4 with a controller, well my controller at least. I feel like it would be a lot more fun with a driving wheel setup. Trying to use one stick for accelerating and braking and the other for steering was too much for my brain and thumb coordination to handle. I don't have a controller with analog triggers so that was my option. Either my stick sensitivity isn't good enough or I just suck but I found for a game that seems to try to have fairly realistic driving physics a controller's just not the same as pedals and steering wheel and doesn't give you the same kind of control.

Echoing the Midnight Club comments here. I love 3 DUB edition and its super fun, but god DAMN if the races aren't like 20-50% RNG. Even if the enemy racers don't hit you, they'll slam a pedestrian car which will veer into you like a heat seeking, race destroying missile. You swerve to avoid that, another racer knocked the light pole down at just the right angle to lodge under your car.

I've had to restart so many perfectly run races because I got pwned in the last 10 seconds and some asshole boosted past me right towards the goal.
