The hack was updated, the author said the missing sprites were fixed:

UPDATE 1.1 changes:

• New sprites have been added! She now has sprites for her idle animation, her snowboarding sprites, and her Propeller Shoes sprites.
• Amy’s palette will no longer change to the corresponding color of a Chaos Emerald. She will now remain pink when obtained, as always.
• The Tornado Special Stage sprite is now made pink instead of blue.

For a Sonic & Tails 2/Sonic Triple Trouble Romhack it's fine, although it needs polishing in some details than you've mentioned in the description to make it feel more polished and finished, but with a future update it will be better for this Romhack.

Cool mod. And they used Amy's GG color scheme from Sonic Drift 2, which I love.
