If you are looking for something fairly cheap, around 60 USD (I see you're in Brazil, so I have no idea about prices there) the MSI AMD Radeon RX 480 8GB GDDR5 gpu would be a good buy for retro gaming.
The weakest would probably be an NVIDIA Quadro M1200 Mobile, but that is a professional mobile GPU from 2017.

That depends on the resolution you want to upscale. For PS2 1080p I would suggest a used GTX 750 TI, you can find it for around 200-300R$. That one will get you covered up to PS2, Gamecube, 3DS and maybe WIIU. If you don't mind PS2 at 720p even a basic GT430 can do it, you can find it for less than 100R$, but I wouldn't recommend it. The cheapest GPUs you can find in Brazil that can emulate everything are the old AMD Polaris cards (RX470, RX480, RX570, RX580), if you can find one used for less than 500R$ grab it.
the most important thing would be to support either ogl 3.3, Vulkan 1.1 or D3D 11 and W10.
Or else you have to use older pcsx2 versions that run on W7.
