I make Remy and Twelve work, at least to the best of their extent. It's possible to parry and hold a charge by using a technique called charge partitioning where the game recognizes your last hold, gives you a parry, and allows for the charge special move to still come out.
Twelve requires you to hover frequently (but of course has plenty of tricky match-ups since he is low/bottom tier) to perform deceptive landings baiting your opponent, similar to safe jumps but with normal attacks.
Speaking of balance changes, I'd suggest you give 4rd Arrange (Hack) a try
