This is Pocket Monster Ruby which is the second version of Pocket Monster Saphire, afaik the original had sprites straight from the pokemon games andt his one had them redrawn.

I've looked a bit and the game seems to use the engine of Super Robot War X (another bootleg by the same company). There is leftover chinese text from Super SLG (aka Fire Emblem Gaiden, by SKOB). I can't tell if either of those are fully original or not but I would consider Saphire original enough.
